Bill Ennis founded the first Citizen's Police Academy in Texas modeled after the Orlando Police Department. Orlando borrowed
the idea from the British, specifically the Devon and Corwall Constabulary.The first Texas academy started in 1986 in Missouri
City Texas. Terrell held its first academy in April of 1999, and has averaged two a year. The Academy has graduated over 150
students and has formed an alumni association.
